An explosion in Istanbul's historic district of Sultanahmet, close to the Blue Mosque, killed 10 people and wounded at least 15 others on Tuesday, Turkish officials said. Authorities blamed a suicide bomber for the blast, and Prime Minister Ahmet Davutoğlu said that Islamic State (ISIS) militants are believed to be behind the attack. The man responsible has been identified as a 28-year-old from neighboring Syria, said Deputy Prime Minister Numan Kurtulmus. Police raids throughout Turkey following the bombing netted 60 arrests . Eight Germans were among the dead and nine others were wounded, some seriously, German Foreign Minister Frank-Walter Steinmeier told reporters in Berlin.
